As a Community Action Agency, the Department of Community Services works through a partnership with the Louisiana Association of Community Action Programs (LACAP) with the goal of operating non-institutional and non-sectarian social action programs pertinent to:

 

• Assisting the poor and vulnerable populations in our community.
• Providing self-development opportunities.
• Spearheading housing improvements.
• Providing educational and social services support.

About

Low Income Home Energy Assistance Program and Atmos Share the Warmth funds are available to parish residents to assist them with home utility bills. Program guidelines are established by the Louisiana Housing Corporation.

Services are designed to provide emergency aid of a temporary nature to low income and unemployed families. One-time assistance with food, medicine, clothing, temporary shelter or rent / mortgage is available through this program.

This program provides support for emergency home repairs for elderly, low income and single heads of households. Repairs are limited to $5,000.

H.O.M.E. is a program of the U.S. Department of Housing and Urban Development (HUD) designed to assist low income and elderly homeowners with home repairs. Applicants must be qualified under HUD guidelines.

The St. Charles Parish Department of Community Services serves as a crisis community food bank site for residents of St. Charles Parish. The food bank provides boxes of food to income-eligible families experiencing a food crisis up to once a month.

As a partner site, the department provides assistance with SNAP (food stamps) applications to clients.

Life skills are the key to job readiness and life success. The department offers sessions to young adults through the 'Tackling the Tough Skills' program designed to develop the skills necessary to succeed.

This program provides support for to low income and unemployed families during Thanksgiving and Christmas through special projects in partnership with the community. The department distributes food baskets with the contents of a typical Thanksgiving dinner during the week of Thanksgiving and toys to low income families during Christmas.

The department provides down payment/closing cost assistance to qualified low to moderate income individuals and families toward the purchase of a single family home in St. Charles Parish. Applicants must meet all requirements to qualify for a conventional, Federal Housing Administration or U.S. Department of Agriculture home loan. For more information, click here.

Clients often come to our department with multiple and complex needs that cannot always be solved through our programs. In these instances, we provided information and referrals to other agencies including Social Concerns, the Louisiana Department of Children and Family Services, local health unit, Red Cross, Social Security Administration, Veterans Affairs, Council on Aging, after care, legal aid, local churches and various parish departments.
