JOB TITLE: EQUIPMENT OPERATOR IV
GENERAL STATEMENT OF JOB
Under the general supervision of the Heavy Equipment Foreman, employee performs skilled work in the operation of heavy and special equipment in the Public Works Department. Employee also will supervise and train helper working underneath him and also is responsible to lead crew when Foreman is not on site. Employee is responsible for the safe operation of a variety of medium and heavy automotive and mechanized equipment. Work involves driving, operating, and maintaining gasoline or diesel-powered motorized equipment, such as an Excavators up to SK225 Long Arm with 60ft reach, Draglines including possible marsh/wetland uses, Cherry Pickers up to 30 ton capabilities, Boom Truck to 25 tons, Cranes up to 60 Tons, Floating Cranes, Air Boats with up to 8 passengers, Large Marsh Buggies, Marsh Masters with excavators arm, Motor Grader, and other equipment used in construction, ditching, and road work; may operate lighter and/or medium-sized equipment. Operators must have knowledge of mechanical equipment functions such as oil systems, cooling systems, hydraulic systems, and general mechanical functions to trouble shoot equipment issues in the field.
Employee is responsible for the mechanics understanding angles and reach to determine safe lifting capabilities and provide guidance for the proper equipment specifications; size, weight class, lifting specifications not to exceed equipment manufacture specifications. Employee to provide complex rigging up to 20 tons. Employee is responsible for all duties as necessary including manual work; and participating in minor preventive maintenance for all equipment. Employee is considered Essential Personnel and must report to work during any emergency or natural disaster that may occur. Reports to an Assistant Superintendent or Area Foreman.

ILLUSTRATIVE EXAMPLES OF WORK
ESSENTIAL JOB FUNCTIONS
Coordinates maintenance of Department heavy equipment ensuring adherence to maintenance schedules and obtaining other repair works as necessary; maintains records and logs as to assignment, condition, maintenance and repair of individual pieces of heavy equipment; assist in the design specifications of new equipment and sales of surplus equipment. Operators understand routine maintenance requirements to ensure safe reliable operations within manufacture’s specifications; has knowledge to identify the right equipment for the right job; coordinates equipment to weekly job plan.
In the performance of his duties shall carry out, perform and/or operate in accordance with all regulatory requirements of the Federal and State Agencies: US Army Corps of Engineers, US Environmental Protection Agency, Louisiana Department of Environmental Quality, US and State Department of Wildlife and Fisheries, as well as other agencies that require compliance in the permitting process. Operators have knowledge of these regulatory agencies and knowledge of the reporting requirements: what to report, when to report, to whom to report.
Operates and maintains Drainage pumps, motors, and gear boxes up to 250 HP; check fluids levels, and greasing bearings. Maintains Diesel engines; changes oil and fuel filters, making minor repairs such as battery changes, gauge changes, hoses, belts, electrical fuses; has knowledge of specifications such as flows, temperatures, pressures, and normal operation parameters; has knowledge of mechanical issues and can identify vibration, cavitation, overheating, stressing, fatigue, to trouble shoot and prevent catastrophic failures. Monitors indicators, such as pressure gauges, ammeters to check proper function machinery and stops operation when indicated. Monitors equipment and reports serious mechanical difficulties to the appropriate personnel for repairs. Adjusts equipment as needed for specialized operations.
Operators must have knowledge of mechanical equipment functions such as oil systems, cooling systems, hydraulic systems, and general mechanical functions to trouble shoot equipment issues in the field.
Operates gasoline or diesel powered motorized equipment characterized as large or heavy, usually running on a track or rubber tire, such as an excavator or dragline crane: operates less complex equipment as needed such as backbone, road roller (diesel) or bulldozer with tracks: and operates medium-sized equipment in difficult and skilled work such as operating a motorized road grader to cut a precise grade on construction site.
Uses heavy equipment to clean bar screens, using cranes to dissemble pumps and pull for repairs. Installs and maintains portable hydraulic/electrical/and mechanical pumping systems to mitigate failed permanent pumps.
Clears highways, roads and bridges after storms and Natural Disasters using heavy equipment
Clears trees, stumps, debris, and other obstructions; clears and digs drainage ditches; cuts roadways; and grades levees, road surfaces, and shoulders.
Rolls asphalt, shells, or other materials; and loads, unloads, and assists in placement of large vessels, containers, pipes, etc.
Operators must have knowledge and skill to interpret manufacture instructions to install culverts (concrete, plastic, metal) per manufacture specifications to protect from deflection; must be capable of maintaining slope and grade; must have knowledge of base preparation per manufacture specifications including testing requirements such as material, compaction, and moisture requirements. Must have knowledge of large box culvert installations up to 20 tons including lifting and rigging needs, size/weight/class of lifting equipment, fiction piles, substructure bedding, compaction and testing requirements. Must have knowledge of sheet pile and driving mechanical skills up to 60 ft.
Excavates, breaks, and moves concrete, rock, and other bulky materials.
Performs minor maintenance on heavy equipment a necessary, such as checking tires, lights, brakes, gas, oil and water; and performs necessary emergency repairs such as adjusting, repairing, or replacing hydraulic systems, tracks, fuel system, brakes and clutches, et., as needed.
Checks job sites for potential hazards such as water, gas electrical and phone lines to ensure safe operation; and takes corrective action as necessary.
Assists with rigging of large or heavy loads of culverts vessels, containers, drainage pumps timber poles, etc.
Assists with building bulkheads, pumping stations, and bridges and installs culvert to grade.
Performs duties as needed such as manual tasks that may include the following: removes tree roots, and stumps; cuts weeds by hand; fuels and refuels vehicles; sets pipes in ditches or culverts; sets up or removes safety cones; repairs sidewalks and driveways; loads and unloads trash, cover material, or equipment.
Operator must have knowledge and skill to serve as the site specific team leader and safety officer managing up to 8 personnel. Required to participate in the job planning task activities for the weekly and daily job plans especially equipment allocations.
Maintains professional and technical knowledge of lifting, digging and transportation equipment.
Ensures compliance with safe workplace regulations; reports safety violation, employee injury reports to implement corrections.
Utilizes laser level to shoot grades to ensure proper elevations / slopes when excavating canals and ditches.
Performs other related work as required.

MINIMUM TRAINING AND EXPERIENCE
High school diploma or GED. Have 3 to 5 years of experience in the operation of heavy motorized equipment, including some experience with the particular equipment to be operated. Any equivalent combination of experience which provides the required knowledge, skills and abilities

SPECIAL REQUIREMENTS
Must possess a valid Louisiana Class A Commercial driver’s license with Air Brake, Tank and Hazardous Materials Endorsements.

MINIMUM QUALIFICATIONS OR STANDARDS REQUIRED TO PERFORM ESSENTIAL JOB FUNCTIONS
Physical Requirements: Must be physically able to operate a variety of machinery and equipment including gasoline and diesel equipment loaders, bulldozer, dump trucks etc. Must be able to exert up to 100 pounds of force occasionally and/or up to 25 pounds of force frequently, and/or negligible amount of force constantly to move objects. Requires the ability to maintain body equilibrium when bending, stooping, crouching, climbing, reaching, and/or stretching arms, legs or other parts of the body to grasp, push, pull or otherwise move objects. Physical demand requirements are for Medium to heavy Work.
Data Conception: Requires the ability to compare and/or judge the readily observable, functional, structural, or composite characteristics (whether similar to or divergent from obvious standards) of data.
Interpersonal Communications: Requires the ability to speak and/or signal people to convey or exchange information. Includes receiving instructions, assignments and/or directions from superiors.

Verbal Aptitude: Requires the ability to record and deliver information, to explain procedures, to follow oral and written instructions. Must be able to communicate effectively and efficiently in a variety of technical or professional languages, including electrical and mechanical terminology and standard English.
Numerical Aptitude: Requires the ability to utilize mathematical formulas: to add and subtract, multiply and divide: utilize decimals and percentages.
Form/Spatial Aptitude: Requires the ability to inspect items for proper length, width, and shape.

Assists in preparing equipment specifications for annual operating budget for assigned responsibility and operates within constraints
Coordinates maintenance of Department heavy equipment, ensuring adherence to maintenance schedules and obtaining other repair work as necessary; maintains records and logs as to assignment, condition, maintenance and repair of individual pieces of heavy equipment; assists in the purchase of new equipment and sales of surplus equipment.
In the performance of his or her duties, shall carryout, perform, and/or operate in accordance with all regulatory requirements of Federal and State agencies, (i.e.), US Army Corp of Engineers, US Environmental protection Agency, US and State Department of Wildlife and Fisheries, and the State Department of Environmental Quality as well as any other regulatory agency which may be required in the permitting process
Operates and maintains drainage pumps, gear boxes and motors; checks fluid levels, greasing bearings on pumps, motors and diesel engines; changes oil and fuel filters; examines and changes or repairs faulty gauges; locates and changes electrical fuses, as necessary; changes batteries, broken hoses, etc. as necessary
Tests pumps to ensure proper operating conditions during rain.
Maintains pump station facilities, performing routine janitorial work as necessary.
